TimeHacks renewal information (v1.2)

I have modified TimeHacks a little bit.
This is the version 1.2.

The point is alternate background color of tr,a table tag.
Before now, the background color wasn't right alternate one.

Making "key" of foreach on smarty the key for judging half, I have fixed it.

But, here is a big plobrem.

A friend of mine in Boston has told it to me.

You, being out of Japan, cannot know the right starttime and endtime.

This is why my server is in Japan, and the time is the system time.

SO, I think to change the interface.
